The Minister for Infrastructure, Constable Andy Jehan, has addressed representatives from across the construction and engineering sectors at the Island Construction and Engineering Programme Industry Presentation.
The Island Construction and Engineering (ICE) programme outlines Jersey’s long-term public investment pipeline and reaffirms the Government’s commitment to working closely with local industry.
The event brought together Government departments, States-owned entities, and industry leaders to discuss the programme of capital projects planned for the next decade.
Minister for Infrastructure, Constable Andy Jehan (pictured) said: “I am grateful to all the representatives from the industry who joined us this morning. We have received positive feedback and remain committed to an open and ongoing dialogue at officer and political level. We have a significant programme of public investment planned over the next four years, which will extend into the longer term. As we work with the industry to deliver this vital investment in Jersey, my priority is that we deliver on our principle of ‘local first and local where possible’ to ensure we support our industry as much as we can.”
The ICE Programme is a consolidated, data-driven forecast of public-sector capital investment. Developed in partnership between: GoJ, Andium Homes, States of Jersey Development Company (SoJDC) and Ports of Jersey.
The programme provides a strategic overview for internal planning and a external pipeline designed to give industry visibility, confidence, and clear expectations of future workload.
Across Government and States-owned entities, Jersey is projecting nearly £600 million of capital investment over the next four years, with an additional £200 million-plus of anticipated investment based on current plans.
Investment areas include:
- Housing developments
- Public realm improvements
- Upgrades to key public facilities, including Fort Regent
- Enhancements to the town centre
- Critical infrastructure such as coastal defences
Early stages of the hospital project have already been delivered by local contractors, with further opportunities to come as the programme advances.
Representatives from Andium Homes, SoJDC, and Ports of Jersey also outlined their upcoming construction and engineering programmes, adding further strength to the long-term pipeline.
The Jersey Construction Council welcomed the briefing on the ICE programme. A spokesperson commented: “Government and ALO projects now show a high degree of confidence in their readiness. This assurance is essential for securing and sustaining investment across the local construction industry, which comprises approximately 1,500 businesses and 6,000 locally employed workers. A reliable project pipeline supports Jersey’s circular economy and delivers wider economic value.
“Investment through the programme covers key areas such as housing, the Ports, Fort Regent and essential local infrastructure, including drainage and road improvements. The programme also plays a vital role in enabling employers to support education and talent‑development initiatives across the sector. These initiatives depend on a clear and committed pipeline of work, giving young people, parents, employers and educators confidence in the long‑term prospects of the industry.”
Mike Osborne, Chair of Chamber’s Building, Housing and Environment Sub committee added: “On behalf of our members working in the construction sector, Chamber of Commerce are encouraged by the strong commitment to investment by both Government and the arms length organisations. The ICE analysis has provided a benchmark against which the industry can plan, and then scrutinise progress on delivery of the objectives stated in the ICE report. Our industry looks forward to working collaboratively to ensure great value and quality for our Island and ensuring that as much work as possible is delivered through the local supply chain, multiplying the value that is passed through the local economy.”
