Jersey Financial Services Commission employee achieves international acclaim

Matthew Bull, student at the School of International Financial Services and officer in Supervision at the Jersey Financial Services Commission, has passed the Level 3 International Certificate in Financial Services Regulation with an exceptional 92 out of 100.

Matthew achieved  the highest score in his global cohort and the second highest score in the examination’s history.

This achievement is particularly noteworthy considering the qualification’s robust global reputation and the intense competition among students based in regulatory bodies around the world.

The qualification, accredited by the Chartered Governance Institute (CGI) and taught by SIFS, saw a cohort of 16 dedicated regulatory professionals undertaking the exam in May earlier this year.

This year, all students in the cohort from the JFSC passed their exam, reflecting the expertise of the JFSC’s team and the importance placed on continuous learning in maintaining the robustness of Jersey’s regulatory framework.

The Level 3 International Certificate in Financial Services Regulation is recognised worldwide as a pivotal qualification for financial services regulators, offering a comprehensive understanding of the regulatory framework within the global financial services sector.

Matthew’s achievement showcases the strong investment of the JFSC in its people to maintain Jersey’s status as a highly regulated international finance centre, with education and professional development playing a crucial role in driving regulatory standards.

Helen Hatton, Executive Director at the School of International Financial Services, said: “I am so very proud of all 16 in this cohort.  The course is hard and intellectually challenging, as indeed is a career in financial services supervision, but they came through and Matthew was top.  A fabulous achievement. We recently passed the 10,000 mark for students whom we have trained from seven IFC jurisdictions, made up from young people who are just starting their careers, to seasoned professionals – including regulators – committed to developing themselves and their IFC economies.  We are privileged to serve this special community.”

Jill Britton, Director General at the JFSC, said:  “What a fantastic set of results for the JFSC team. Congratulations to everyone, especially to Matthew on getting the top result globally, which is a huge achievement.
