JFSC published guidance explaining the differences between non-profit organisations and charities in Jersey, including registration requirements and the additional governance, record-keeping and risk-management obligations applying to Prescribed NPOs. [Read more]
24 September 2026 – Read our 2027 thematic examination programme
JFSC set out its 2027 thematic examination programme, with financial crime work covering customer risk assessments in the first half of 2027 and beneficial ownership and control in the second half. The customer risk assessment work will begin with a questionnaire in October 2026, followed by selection of firms for onsite examinations. [Read more]
23 September 2026 – Read our bitesize feedback on targeted financial sanctions
JFSC published findings from focus examinations of 14 supervised persons covering targeted financial sanctions controls. It highlighted good practice alongside weaknesses including insufficient testing of screening arrangements, inadequate oversight where screening is outsourced, inconsistent screening of associated parties and counterparties, and weaknesses in documenting decisions to discount potential matches. 14 September 2026 – Supervisory engagement highlights Travel Rule progress and key challenges
JFSC published feedback from its supervisory engagement with virtual asset service providers on implementation of the Travel Rule. It reported progress since its earlier review while identifying continuing challenges around interoperability between Travel Rule solutions, uneven implementation across jurisdictions and the need for firms to distinguish Travel Rule requirements clearly from ordinary customer due diligence. 4 September 2026 – Industry update: Industry feedback supports updates to our bank licensing policy
JFSC published its revised bank licensing policy following consultation, removing the top 1,000 bank restriction for banking group applicants, introducing a clearer framework for start-up banks and removing outdated or duplicated requirements while retaining safeguards around financial stability, depositor protection and prudential standards. 4 September 2026 – Industry update: Update to how we describe civil financial penalties
JFSC updated its guidance on how civil financial penalties will be explained in public statements. Statements will show the intermediate penalty figure reached after Steps 1-8 of the methodology, explain any reduction to the statutory maximum at Step 9 and, where relevant, set out the effect of later methodology adjustments or settlement before stating the final penalty. 3 September 2026 – Feedback on the consultation on phase 1 updates to our bank licensing policy
JFSC published its formal feedback paper on phase 1 changes to the Bank Licensing Policy. Eight responses were received and were broadly supportive of a more flexible framework, including removal of the top 1,000 restriction and clearer arrangements for start-up banks, while respondents also emphasised financial stability, depositor protection and reputational safeguards. GFSC announced that HSC Insurance Limited, which is in liquidation, is no longer licensed by the Commission to underwrite insurance business. [Read more]
17 September 2026 – Digital Finance: Guernsey opens the door to greater digital finance opportunities
GFSC announced changes to its digital finance framework through the Lending, Credit and Finance (Amendment) Rules, 2026. The changes remove the blanket requirement for an already licensed Commission firm to obtain a separate VASP licence whenever undertaking virtual asset activity, remove the restriction preventing VASPs from serving retail customers and remove a VASP-specific environmental reporting requirement. 15 September 2026 – General: Investment Statistics Summary Second Quarter 2026
GFSC reported that the total net asset value of Guernsey funds stood at £270.0 billion at the end of the second quarter, down £2.6 billion over the quarter and just under £0.9 billion over the year. Closed-ended funds stood at £224.2 billion, open-ended funds at £45.8 billion and Guernsey Sustainable Funds at £4.3 billion. [Read more]
14 September 2026 – Digital Finance: One year on: Digital Finance Initiative turns engagement into action
GFSC marked the first anniversary of its Digital Finance Initiative with an update on work covering digital assets, tokenisation, stablecoins, the Innovation Sandbox and technology-enabled financial crime controls. The Commission said it was progressing a regulatory framework for stablecoins, with feedback and rules expected by the end of 2026. [Read more]
3 September 2026 – General: Commission consults on fees for 2027
GFSC launched consultation on fees and administrative penalties for 2027, proposing an overall fee increase of 4.3%. The proposals also include a one-off 17% rebate on annual insurance fees, amendments to certain fees under the Lending, Credit and Finance Law and confirmation that any stablecoin-related fee changes will be consulted on separately. IOMFSA gave notice that Dominic Morgan, registered under the Designated Businesses (Registration & Oversight) Act 2015, had been de-registered in accordance with section 12(1)(a) of the Act with effect from 22 September 2026. [Read more]

17 September 2026 – Authority CEO taking part in Global Sustainable Insurance Summit
IOMFSA Chief Executive Bettina Roth took part in the UNEP Global Sustainable Insurance Summit, including discussion of integrating nature into insurance risk management, underwriting and supervision. The Authority said it is pursuing a risk-based and proportionate approach to sustainable finance, including consideration of climate and nature-related matters within existing governance and risk-management processes. 16 September 2026 – Authority publishes final phases of sanctions thematic
IOMFSA published phases 3 and 4 of its sanctions thematic project, based on onsite inspections and a follow-up questionnaire assessing compliance with the AML/CFT Code 2019. The Authority reported improvement since earlier phases but identified isolated procedural contraventions, and highlighted the importance of documented sanctions controls, ongoing monitoring and screening, proactive risk mitigation and staff training. IOMFSA gave notice that Collateral Holdings Limited, registered under the Designated Businesses (Registration & Oversight) Act 2015, had been de-registered in accordance with section 12(1)(a) of the Act with effect from 10 September 2026. [Read more]
10 September 2026 – Movement in Island’s Deposit Base
IOMFSA reported that deposits, net of local inter-bank placings, with Isle of Man offices of licensed deposit takers remained at £45.95 billion between 31 March and 30 June 2026. Deposits were £3.32 billion, or 7.79%, higher than at 30 June 2025. [Read more]
