Plans for the Victor Hugo Centre in Guernsey have been given planning permission, allowing the project to move to its next stage.
The multi-purpose educational and cultural venue will be created in the former States Office Building and information centre, celebrating the legacy of Victor Hugo, who made Guernsey his home for 15 years.
The Development & Planning Authority has approved a change of use for the building, along with an extension to the west side, alterations to the south and landscaping.
Following the approval, the project team will continue work on detailed designs and tender documents with local architects DLM and exhibition designers Casson Mann.
The project is expected to go out to tender early next year, with construction due to begin in late spring 2027.
The Centre will bring together a museum and interpretation centre, a performance and exhibition space, and a dedicated learning hub supporting education, engagement and community activity.
Victor Hugo Centre Guernsey LBG has previously signed a letter of exclusivity with the States of Guernsey for use of the building, subject to the necessary funds being raised while details of a long-term lease are agreed.
In November 2024, the States agreed to support the proposed Centre through matched funding of £1 for every £2 raised, up to a maximum of £2.5 million. More than £5 million has since been given or pledged by private individuals and charitable trusts, taking the total, including the States contribution, to more than £7.5 million.
Deputy Neil Inder, President of the Development & Planning Authority, said: “After considering these proposals, we are really pleased to be able to give them the green light.
“This is a really exciting project for Guernsey, with lots of clever features, all sensitively and carefully managed to work for a Protected Building in a Conservation Area in the heart of Town.”
Larry Malcic, Chair of the Victor Hugo Centre Guernsey LBG, said securing permission was an important milestone for the project.
He said: “The Centre will help Guernsey capitalise on its unique location and heritage by highlighting connections to France and beyond.
“Thanks to the States of Guernsey and many generous islanders whose contributions recognise that the Victor Hugo Centre is a valuable investment in the island’s heritage and future.”
