States Assembly approves appointment of Jersey’s next Comptroller and Auditor General

In two unanimous votes, the States Assembly has approved both the updating of the Comptroller and Auditor General (Jersey) Law 2014 and the appointment of Paul Dossett as Jersey’s next Comptroller and Auditor General.

Mr Dossett (pictured) will take up the role on 1 January 2027, following the completion of the seven-year term of the current Comptroller and Auditor General (C&AG), Lynn Pamment CBE, who has held the office since 2019.

Mr Dossett brings almost four decades of public sector audit experience to the role. He is currently Partner and Head of Public Sector Assurance for Grant Thornton in London and the South East, where he leads a team delivering audit opinions and value-for-money assessments across local government, NHS organisations and other public bodies.

He has also played a significant role in shaping national audit and accounting practice, contributing to professional bodies and technical responses to major public sector accounting standards.

Commenting on his appointment, Mr Dossett said: “I am delighted to have been appointed as Jersey’s next Comptroller and Auditor General. The role plays a vital part in supporting transparency, accountability and value for money in the use of public funds. I look forward to working with colleagues at the Jersey Audit Office and with stakeholders across the Island when I take up office.”

Amendments to the Comptroller and Auditor General (Jersey) Law 2014 are designed to strengthen the governance, accountability and transparency of public
audit in Jersey.

The amendments enhance oversight arrangements for the Jersey Audit Office, strengthen the role of its Board of Governance and confirm a requirement for the
C&AG to publish an annual report of findings, tracking recommendations and progress made. It also enhances the Law’s adherence to recognised international
principles for auditing standards and makes the Law fit for the future.

Michael Whitehouse OBE, Chair of the Board of Governance of the Office of Comptroller and Auditor General, welcomed both the appointment and the approved legislative changes.

He said: “The appointment of Paul Dossett follows a thorough and independent recruitment process, and the Governance Board looks forward to working with him when he takes up office in 2027.

“The amendments to the Law will further strengthen the framework that underpins independent public audit in Jersey, reinforcing transparency, accountability and effective oversight.

“I would also like to place on record the Board’s sincere thanks to Lynn Pamment CBE for her dedicated service as Comptroller and Auditor General. Her  leadership has played an important role in strengthening the work and impact of the Jersey Audit Office, and which will continue until the end of her term of office in December 2026.”
