Plans submitted for Victor Hugo Centre

Two major milestones in a week for Victor Hugo Centre

The creation of a Victor Hugo Centre in the heart of Town has moved one step closer to becoming a reality after a planning application was submitted.

The plan involves creating an exciting, interactive and immersive celebration of the global icon who made Guernsey his home for 15 years.

The Centre, which will be housed in the former States Office Building and former information centre, will be a multi-purpose educational and cultural venue located on the island that Victor Hugo called his ‘rock of hospitality and freedom’.

The centre will comprise three distinct elements:

  • Museum & Interpretation Centre – engaging visitors in a captivating interactive and immersive exploration of Hugo’s extraordinary genius – his literary, artistic and social achievements – with insights into his Guernsey and how the island inspired him.
  • Performance & event space – providing a platform for showcasing contemporary local and international creative talent and exhibitions, and available for use by the community.
  • Learning Hub – where schools and students can learn about Victor Hugo and also discover new approaches to education, embracing Hugo’s passionate advocacy for universal learning.

Victor Hugo Centre Guernsey LBG has previously signed a letter of exclusivity with the States of Guernsey for use of the building, subject to the funds being successfully raised, while the details of a long-term lease are agreed.

In November 2024, the previous States of Deliberation also agreed to support the proposed Centre through matched funding of £1 for every £2 raised, up to a maximum of £2.5m. Over £5m has been given or pledged so far by private individuals and charitable trusts, meaning that with the States’ donation the total raised is over £7.5m.

Mr Larry Malcic, Chair of the Victor Hugo Centre Guernsey LBG, said: “The Victor Hugo Centre will showcase Guernsey as an island of inspiration, not only for Victor Hugo, but also for islanders today. It will be a home for our creative community and will draw an international audience, thanks to the generosity of people in the Bailiwick who recognise the Centre as a confident investment in Guernsey’s future.”

Deputy Yvonne Burford, Vice-President of the Policy & Resources Committee, said: “This is a really exciting step forward for this inspirational project. It is a great example of what can be achieved through collaboration between the States and the passionate individuals driving this vision forward. Not only will this project breathe new life into one of the most important heritage buildings in St Peter Port, it also has the potential to support economic growth, strengthen our tourism offering, and provide cultural and educational opportunities for islanders of all ages.”

Deputy Lee van Katwyk, Tourism Lead for the Committee for Economic Development, said: “The Victor Hugo Centre is already a truly monumental achievement for the Bailiwick. Our community must be commended for coming together to part-fund this culturally and economically significant project. I look forward to seeing how locals and visitors alike are inspired by the Victor Hugo Centre as it moves toward fruition.”
