Indulge pioneers AI chatbot to make regulation more accessible

Indulge, has delivered a major digital upgrade for the Guernsey Competition & Regulatory Authority, utilising artificial intelligence to make complex regulation easier to navigate.

The Guernsey Competition & Regulatory Authority (GCRA) exists to promote competition and protect consumers by ensuring markets operate fairly and transparently. To achieve this, it is vital that businesses, policymakers, and the public can easily access and understand regulatory decisions. Digital accessibility is therefore not just a technical requirement but an integral part of transparent decision-making, enabling the Authority to build trust through openness and accountability.

The new website integrates Dante-AI chatbot technology with Apache Solr search, providing users with fast, conversational access to over 1,500 publications. Instead of scrolling through long lists of documents, visitors can ask questions in plain English and be guided directly to the information they need.

As part of the project, Indulge rebuilt the GCRA’s website with a streamlined design and intuitive navigation to support various user types. The team also worked to clean and organise the GCRA’s extensive archive of documents, identifying and correcting data inconsistencies to improve accuracy.

With the AI chatbot trained on the Authority’s case conclusions, reports and guidance, users can now interact with regulation more naturally and efficiently. Behind the scenes, Solr indexing ensures the chatbot delivers reliable and accurate results every time.

The Indulge team, led by Russell Isabelle, Beth Murphy and Alastair Howard, ensured the project ran smoothly from start to finish, balancing technical innovation with a practical focus on usability.
