Following his announcement in October of plans to fundamentally redesign the civil service, States Chief Executive Paul Whitfield has informed staff about appointments to the public sector’s new Strategic Leadership Team.
The new leadership structure will group strategic responsibility by services and customer need across government. This will join up services at the highest level and in turn provide greater support for committees from strategic leaders freed up from operational responsibility. The six roles below, in addition to the Chief Executive, replace the previous 13-role civil service leadership team.
- Strategic Lead for People Policy – Mark de Garis
- Strategic Lead for Place Policy – Steve Wakelin
- Strategic Lead for Supporting Government – Colette Falla
- Strategic Lead for Future Digital Technology & Communications – Colin Vaudin
- Strategic Lead for Finance & Investments – Bethan Haines
- Strategic Lead for Operational Delivery & Support – Jason Moriarty
Mr Whitfield said:
“These changes are being made to ensure that we have the right structure in place to be as efficient and joined up as possible in line with the objectives of Public Service Reform and the ongoing modernisation of our organisation. This will help us to put our customers first and improve communication between services where needed to avoid the perception or reality of “silo” working that causes issues for our service users. This is particularly important where there are increasing overlaps across many areas of government policy and service delivery.
“The members of the new Strategic Leadership Team have been appointed into designate positions. This means there will now be a period of transition where they will continue in their existing roles whilst we work towards putting in place a new operating model.
“We will continue the process of change while ensuring that the organisation, the Committees and States’ Members are properly supported. The Strategic Leadership Team will, as 2019 goes on, work together to re-design our organisational structure.”
Mr Whitfield said he will keep staff and the public informed as the Senior Leadership Team develops and implements (by the end of 2020) the fundamental redesign of the civil service.
