Pan-Island Commissioner for Standards launches website

The Pan-Island Commissioner for Standards, responsible for considering complaints about the conduct of States Members in both Jersey and Guernsey, has launched a new website.

The website provides Islanders with a user-friendly guide to the complaints process and easy access to the outcome of previous complaints.

The Commissioner, Dr. Melissa McCullough (pictured), is independent of both legislatures, and assesses complaints in relation to each Island’s Code of Conduct. Appointed by the States Assembly (Jersey) and States of Guernsey, the Commissioner acts as an impartial investigator tasked with uncovering the facts of each case. In Jersey, the findings are presented to the Privileges and Procedures Committee (PPC) from which they can draw their own conclusions. In Guernsey, the Commissioner’s findings are binding but may be referred to the Appeals Commissioner.

The Commissioner reviews complaints from third parties and can launch her own investigations if she suspects there has been a breach of the Codes of Conduct.

Additionally, Members, Ministers, or Assistant Ministers can request investigations into their own conduct to determine if they have violated the Code.

Dr. Melissa McCullough said: “I’m pleased to announce the launch of the Pan-Island Commissioner for Standards website. The role of the Commissioner is to encourage and promote the highest standards and ethics in public life. I hope this platform will serve as a valuable tool for Islanders seeking information on the complaints process, filing their own complaints, or reaching out to me with any enquiries. I believe that this user-friendly and accessible website will empower members of the public, giving them the independence and confidence to voice their concerns.”
