Deloitte in Jersey has welcomed two new appointments to its Advisory team. David O’Carroll joins as Senior Manager and Sarah Sandiford as Associate Director.
In their new roles, David and Sarah will be responsible for helping clients to protect their business operations by navigating a range of complex financial issues including compliance, regulatory and cyber risks.
David joins the business with seven years’ experience in advisory and financial services. He is a qualified lawyer and chartered accountant and also holds a Bachelor of International Business and a Bachelor of Laws (Hons).
Sarah Sandiford joins Deloitte with over 17 years’ experience working within compliance functions in Jersey and regulators in both Jersey and the UK. In addition to being a Fellow of the International Compliance Association, she is also a Chartered FCSI of the Chartered Institute for Securities and Investment. Sarah holds a BA (Hons) in Economics and an MSc in European Economic Integration.
Following four years in the risk advisory practice of a leading global consultancy, David spent two years at Commonwealth Bank of Australia as a Senior Manager in the Group Operational Risk and Compliance team. In this role, David was responsible for providing oversight of the key regulatory, operational risk and compliance matters to senior management and the board.

During her time with the UK regulator, Sarah fulfilled various roles that provided an indepth insight into numerous financial services including investment business and wholesale banking. Following her move to Jersey, she went on to become Head of Advisory and Monitoring, Compliance for a South African bank.
More recently, Sarah was Head of Compliance for a locally owned international fund administration business, successfully leading a team of compliance professionals to navigate the complex regulatory landscape whilst effectively balancing dynamic commercial needs.
Sarah expanded her remit to include trust company business whilst working with the Jersey Financial Services Commission, (JFSC), and in her spare time worked as an examiner for the International Compliance Association.
Sarah said: ‘Here in Jersey, as a leading international finance centre with a first-class regulatory framework, we are leaders in many areas such as anti-money laundering, beneficial ownership and control information; however, with the continuing pace of regulatory change, we have many more opportunities to develop our expertise and reputation in other areas, such as data protection and cyber security.
‘It’s a good time to be joining the team and I hope to capitalise on the current climate to bring new opportunities to Deloitte’s clients and I’m looking forward to applying my expertise to showcase Deloitte’s capabilities to a wider client base.’
