This commitment is reflected in the Government Plan 2025–2028 and the Council of Ministers’ Common Strategic Policy, which includes the goal to “Reform the planning service to enable sustainable development in Jersey.” As part of this work, the Minister has launched a public consultation to explore potential changes to the legal framework that underpins aspects of the planning system, which closes on 9th September 2025. The consultation is structured in stages to allow for both targeted and broader feedback, with the aim of shaping a planning system that is more agile, transparent, and future focused.\nThis Briefing will cover three key areas:\n\nPermitted Development Rights – considering whether more types of development can proceed without formal planning permission, supporting householders, businesses, and developers.\nPlanning Appeals System – reviewing how planning decisions are challenged and how appeals are processed and determined.\nPlan-Making Process – examining how the Island Plan is prepared and updated to better reflect community needs and government priorities.\n\n
